Why Make New Laws When You Can’t Enforce Existing Ones?

The jail sentence was provided for in the Destruction of Disease-Bearing Insects Act and the Prevention and Control of Infectious Diseases Act

In all fairness, SOME action needs to be taken, but I would think it would be more along the lines of enforcement, or increasing fines to hefty sums, and following up on it.
